రెండు తెలుగు రాష్ట్రాల మధ్య జలవివాదం ముదురుతున్నపుడు కేంద్రం రంగ ప్రవేశం చేసి ప్రాజక్టులన్నింటిని అదుపులోకి తీసుకుంది. కృష్ణా, గోదావరి నదీ యాజమాన్య బోర్డు (KRMB)ల పరిధితులను, అధికారలను నిర్దేశిస్తూ కేంద్ర జలశక్తి సంస్థ గెజిట్ నోటిఫికేషన్ జారీ చేసింది.
ముఖ్యాంశాలు :
బచావత్‌ ట్రైబ్యునల్‌ కేటాయింపులున్న ప్రాజెక్టులన్నీ కృష్ణా బోర్డు పరిధిలోకి వస్తాయి.
కృష్ణానదిపై 36 ప్రాజక్టులు, గోదావరిపై 71 ప్రాజెక్టులు కేంద్రం బోర్డుల పరిధిలోకి వస్తున్నాయి.
అనుమతిలేని ప్రాజెక్టులకు 6 నెలల్లోపు అనుమతులు తెచ్చుకోవాలి.
బోర్డులకు చైర్మన్లు, సభ్య కార్యదర్శి, చీఫ్‌ ఇంజినీర్లు ఇతర రాష్ట్రాలకు చెందినవారుండాలి
అన్ని ప్రాజెక్టుల నిర్వహణ బోర్డులే చూసుకుంటాయి. ప్రాజక్టులన్నీ బోర్డులకు బదలాయించాలి.
ఒక్కో రాష్ట్రం ఒక్కో బోర్డుకు సీడ్ మనీ కింద రూ.200 కోట్ల చొప్పున 60 రోజల్లో డిపాజిట్‌ చేయాలని.
నిర్వహణ ఖర్చులను బోర్డు కోరిన 15 రోజుల్లోపు చెల్లించాలి.
ప్రాజెక్టుల నుంచి నీళ్లు, విద్యుదుత్పత్తిని ఇక నుంచి బోర్డే పర్యవేక్షిస్తుంది.
అక్రమ ప్రాజక్టులు అపేయండి
ఆంధ్రప్రదేశ్, తెలంగాణ రాష్ట్రాలలో అనుమతి లేకుండా కడుతున్న ప్రాజక్టులను నిలిపివేయాలని కేంద్రం ఆదేశించింది. నిన్న రాత్రి ఈ మేరకు ఆదేశాలు జారీ చేసింది. రెండు రాష్ట్రాలలో ఇపుడు నిర్మాణంలో ఉన్న అనుమతి లేని ప్రాజక్టుల జాబితా కూడా ప్రచురించింది. కేంద్ర జలశక్తి శాఖ ప్రచురించిన ఈ నోటిఫికేషన్ అక్టోబర్ 14 నుంచి అమలులోకి వస్తుందని కూడా ప్రకటించింది. ఈ నోటిఫికేషన్ తర్వాత ప్రాజక్టుల్లోకి కృష్ణా నది మేనేజ్ మెంట్ పరిధిలోకి వస్తాయి. వాటిని ఉన్నవి ఉన్నట్లుగా బదిలీ చేయాలని కూడా కేంద్రం ఆదేశించింది.ఈ మేరకు గెజిట్ విడుదల చేసింది.
….from the date of commencement of this notification, in respect of operational projects or from the date when a non-operational project becomes operational, as the case may be, the State
Governments of Andhra Pradesh and Telangana shall issue appropriate orders for the transfer of items under clauses (j) and (k) of paragraph 1 to the KRMB on as is where is basis.
అనుమతి లేని ప్రాజక్టుల జాబితా
Both the State Governments shall stop all the ongoing works on unapproved projects as on the date of publication of this notification until the said projects are appraised and approved as per the provisions of the said Act and in accordance with the decisions taken in the 2nd meeting of the Apex Council. If approvals are not obtained within six months after the publication of this notification, full or partial operation if any of the said ongoing unapproved projects shall cease to operate.
Within six months from the date of publication of this notification, both State Governments shall complete the unapproved projects appraised and approved as per the provisions of the said Act and in accordance with the decisions taken in the 2nd meeting of the Apex Council. If approvals are not obtained within the stipulated time of six months, such completed unapproved projects shall cease to operate.
This notification shall come into force with effect from the 14th day of October, 2021.
అనుమతి లేని ప్రాజక్టులకు ఆరునెలల్లోగా అనుమతులు సంపాదించాలని, అలా కాని పక్షంలో ఈ ప్రాజక్టులను ఆపేయాల్సి వుంటుందని కూడా కేంద్రం స్పష్టం చేసింది.
