రాష్ట్ర పంచాయతీ రాజ్ శాఖ మంత్రి పెద్దిరెడ్డి రామచంద్రారెడ్డి మీద ఎన్నికల కమిషన్ కొరడా ఝళిపించింది, ఆయనను గృహనిర్భంధంలో ఉంచాలని, ఎన్నికలయ్యే దాకా ఇంటికే పరిమితం చేయాలని ఆంధ్రప్రదేశ్ ఎన్నికల కమిషన్ చీఫ్ డాక్టర్ నిమ్మగడ్డ రమేష్ కుమార్ ఉత్తర్వులు ఇచ్చారు.
ఎన్నికలయ్యే దాకా అంటే ఫిబ్రవరి 21, 2021 దాకా మంత్రి పెద్ది రెడ్డి ఇల్లు దాటి బటయకు రాకుండా చూడాలని ఆయన డిజిపిని ఆదేశించారు. రాజ్యాంగంలోని 243 అధికరణం ప్రకారం ఈ ఉత్తర్వులిస్తున్నట్లు కమిషనర్ (No.287lSEC-8212O27 Date: 06.02.2021) పేర్కొన్నారు.
ఈమధ్య కాలంలో ఎన్నికల కమిషన్ మీద తీవ్రంగా దాడి చేస్తున్న వారిలో పెద్ది రెడ్డి ఒకరు. కమిషన్ రాజ్యంగ హోదా మర్చిపోయి, రెచ్చిపోయి వ్యక్తిగతంగా కూడా దాడి చేస్తున్నారు. నిన్న తిరుపతిలో ఆయన విలేకరులతో మాట్లాడుతూ ఎన్నికల కమిషనర్ ఉత్తర్వులను పాటించాల్సిన అవసరం లేదని అధికారులకు పిలుపునిచ్చారు. కమిషన్ కు, ముఖ్యమంత్రి జగన్ ప్రభుత్వానికి మధ్య సాగుతున్న మాటలదాడిలో ఇది పరాకాష్ట. ఇది కమిషన్ కంటబడింది. అందుకే మంత్రికి కళ్లెం వేస్తూ ఆయనను గడప దాటి రాకుండా చూడాలని డిపిజిని ఆదేశించింది.
…the Commission by invoking its plenary powers under Article 243K of the Constitution, directs the Director General of Police, Andhra Pradesh to confine Hon’ble Minister for Panchayat Raj and Rural Development to his residential premises till the completion of elections to the Gram Panchayats, which will conclude by 21.02.2027. అని ఉత్వర్వులో పేర్కొన్నారు.
నిన్న తిరుపతిలో విలేకరులతో మాట్లాడుతూ ఎన్నికల కమిషన్ ఉత్తర్వు అనుసరించాల్సిన అవసరం లేదని, రూల్స్ ప్రకారం పనిచేయండని మంత్రి అధికారులకు పిలుపునిచ్చారు. మంత్రి వ్యాఖ్యలను ఆయన కార్యాలయం, వైసిపి రెండూ సోషల్ మీడియా ద్వారా మీడియాకు బాగా షేర్ చేశాయి. ఇలా అధికారులకు పిలుపునీయడం ఎపుడూ ఎక్కడా జరిగి ఉండదు. ఎన్నికల సమయంలో అధికార యంత్రాంగం కమిషన్ చేతిలో ఉంటుందని మంత్రి పెద్దిరెడ్డికి తెలియక పోవడం విచిత్రం.
“More than 90 percent of the YSRCP-backed candidates will win in the election and advised the returning officers to stick to the principles rather than supporting the SEC with evil intentions. The Minister said that an incompetent person was appointed as the SEC who does not even know the basic thing on how to get his vote transferred.”అని వైసిపి సర్క్యు లేట్ చేసిన వాట్సాప్ మెసేజ్ లో ఉంది.
అదేవిధంగా ఎన్నికల కమిషన్ ఇండియన్ ఎక్స్ ప్రెస్ లో వచ్చిన మరొక రిపోర్టును తన ఉత్తర్వులో ప్రస్తావించింది.
“The Collectors and Returning Officers in the State are warned not to obey the instructions of the madcap Election Commissioner. If they follow the Commission’s instructions (preventing forced unanimous elections), action will be taken against them and they will be blacklisted. This Commissioner will be there till
March 2021 end but our Government will continue beyond and we will take you to the task. The Returning Officers are to disregard the Commissioner’s directions and declare all unanimous elections. The Commissioner is doing these things to gain
MP/MLC seat from Telugu Desam Party. The people of the State are behind us. Unanimous elections shall continue. ”
మంత్రి పెద్ది రెడ్డి వ్యాఖ్యలు జిల్లా ఎన్నికల అధికారులయిన కలెక్టర్లను ఇతర రిటర్నింగ్ అధికారులను ‘తీవ్రపరిణామాలుంటాయి’ అని హెచ్చరించడమే అవుతుందని కమిషన్ భావించింది.
ఎన్నికల కమిషర్ ఉత్తర్వులు అనుసరించవద్దని పిలుపునీయడం ఎన్నిలను సజావుగా, నిర్భీతిగా జరిపడానికి విఘాతమని, ఇది తీవ్రమయిన చట్ట, రాజ్యాంగ నియమ ఉల్లంఘణ అని కమిషన్ అభిప్రాయపడింది
“The utterances of the Hon’ble Minister for Panchayat Raj and Rural Development threatening all the Collectors, who are also the District Election Authorities, and the Returning Officers with dire consequences if they follow the Election Commissioner’s instructions which emanate from Article 243K, which mandates to hold free and fair elections is a serious breach of Rule of Law and
tenets of the Constitution of India.”
ఒకమంత్రి ఇలా చట్ట వ్యతిరేకంగా ప్రవర్తిస్నుపుడు తక్షణం సరైన చర్యలు దిద్దుబాటు చర్యలు తీసుకొనకపోతే ఎన్నికల నిర్వహణ విధానం, స్వేచ్ఛా, నిష్పాక్షిక ఎన్నికలు ప్రమాదం పడిపోతాయని, ఎన్నికలే జరపలేని విషమ పరిస్థితి ఎదురవుతుందని కమిషన్ ఒక నిర్ణయానికి వచ్చింది.
The Commission has come to a conclusion that unless corrective steps are taken immediately to remedy the situation arising as a consequence out of the utterances of Hon’ble Minister for
Panchayat Raj and Rural Development, the election process and the holding of free and fair elections will be in peril and in danger of being vitiated.
ఈ పరిస్థితుల్లో రాష్ట్రంలో పంచాయతీ ఎన్నికలయ్యే దాకా మంత్రిపెద్దిరెడ్డిని గృహనిర్బంధంలో వుంచడమే మార్గమని, కాబట్టి ఆయన గడపదాటి రాకుండా చూడాలని కమిషనర్ డిజిపి సవాంగ్ ను ఆదేశించారు. During this period, he will not have access to media with a view to preventing making possible inciteful utterances….అంటూ సాధారణ శాంతి భద్రతలకు కూడా భంగం కలిగించే ఇలాంటి ప్రకటనలు చేయకుండా ఉండేందుకు ఆయన మీడియాతో మాట్లాడటాన్నికూడా కమిషన్ నిషేధించింది.
